For filmmakers, this may not be the best time for FilmL.A. to be announcing that location shooting in the Los Angeles area has risen 60 percent so far in the third quarter versus last year, with last week showing a 66-percent rise in location production days. The state Senate is expected to vote shortly on a bill that would extend tax credits beyond 2012. Criticism is mounting that the annual $100 million program is unnecessary — that California has infrastructure and skilled workers in place that is far more valuable than anything other states can offer in cash. In an editorial last Sunday the Riverside Press-Enterprise argued that the Senate should kill the tax-incentives bill. “California has far more crucial spending priorities than handouts to a wealthy industry at taxpayer expense,” it said. Supporters contend that the tax incentives keep industry jobs and the sending that goes along with them in the state and bring it far more tax revenue than the $100 million that it lays out.
